My daughter has been taught to walk around the house every hour and turns lights off. She is 4 and this is how we taught her how to tell time. She is a wiz at it now and is constantly reminding my wife (who seems to have the hardest time adjusting to the lifestyle) to turn off lights when she leaves the room! We get a kick out of it. My projections are for 23,000 Kw of energy by May of 2009. Which is actually 4,000Kw above the average projections for my area. My neighboors have all expressed interest after I showed them my first paymeny from our PUD. I can't say enough good things about it! MassCEC is offering limited funds to enable qualified Massachusetts applicants to meet the cost-share requirement under U.S. Department of Energy (DOE) the Sustainable and Holistic Integration of Energy Storage and Solar PV (SHINES) program (Funding Opportunity Announcement Number DE-FOA-0001108).

The goal of SHINES is to foster the development and demonstration of integrated, scalable, and cost-effective solar electric technologies that incorporate energy storage. By providing cost share support, MassCEC seeks to increase the competitiveness of the applications, with the ultimate goal of attracting more federal funding for technology advancement to the Commonwealth of Massachusetts.

Energy storage can provide a wide range of benefits to Massachusetts business and residential rate payers. Storage can be used to "shift" the output of solar PV and wind production to better align it with peak demand on the electric grid. This can result in lower bills for customers by reducing the consumption of expensive peak electricity. Storage can also compensate for intermittency problems associated with renewable energy. The resulting combination of solar and storage can provide additional capacity to overtaxed distribution infrastructure, potentially deferring the need to make costly upgrades to substations and other infrastructure.

Successful projects are likely to involve smart inverters, smart buildings, smart appliances, and utility communication and control systems in residential and commercial settings. The goal of these projects is to enable widespread sustainable deployment of low-cost, flexible, and reliable solar generation, and provide for successful integration of solar energy with the electric grid.

Eligibility

Only qualified Massachusetts-based applicants that perform more than 50 percent of their work in Massachusetts are eligible to apply for MassCEC's cost-share funding. In addition to meeting the goals outlined in the DOE FOA, MassCEC will review proposals and will make cost-share commitments based on the strength of the proposal's alignment with MassCEC's enabling statute and its mission. This will include, but is not limited to:

A proposal for a clean energy technology or research project that meets the definition "clean energy" or "clean energy research" as defined in MassCEC's enabling statute: Massachusetts General Law Chapter 23j section 1;

A proposal that supports the growth and development of Massachusetts-based clean energy companies and that demonstrates potential for meaningful clean energy employment;

*


A proposal that addresses, in part, persistent energy challenges endemic to the state and the region;

*


A proposal that demonstrates potential for meaningful energy cost reductions;

*


A proposal that has the potential to relieve grid constraints in the state and the region;

Funding is conditioned on receiving an award and a funding commitment from the U.S. Department of Energy. MassCEC will exercise its discretion in making funding commitments to the proposals it deems most likely to achieve the goals identified above.

The long-term cost of utility-scale has fallen 20 percent in the past year and 78 percent in the last five years. While it was hard for solar to compete with subsidized natural gas the outlook for solar is very bright.

Unlike fossil fuels which are a commodity that cannot improve, solar is a technology that keeps on getting more efficient. Solar keeps getting cheaper while the price of extracting fossil fuels continues to increase.

As documented in the report, Photovoltaic (PV) Pricing Trends: Historical, Recent, and Near-Term Projections (2014 Edition) the price of solar keeps falling. In 2013 the price of distributed solar photovoltaic (PV) system prices dropped by 12 - 19 percent in the US and in 2014 prices were expected to fall an additional 3 - 12 percent. The trend of declining solar costs are expected to continue over the next couple of years. Modeled utility-scale PV system prices fell below 2 a watt in 2013, and have continued to decline in 2014, to roughly 1.80 a watt, which is 59 percent below what modeled pricing showed in 2010. If the current tax credit is maintained, by 2016 solar will be as cheap or cheaper than the current electricity bills in 47 US states. Even if that credit falls by one third from the current rate of 30 percent to 10 percent, solar will still be price competitive or better in 36 states.

Solar has already achieved grid parity in 10 states that are responsible for 90 percent of US solar electricity production. In those states alone, installed capacity growth will increase six times over the current levels in the next three or four years.

Michael Park, an analyst at Sanford Bernstein, refers to solar's price superiority paradigm as the Terrordome.

The declining cost of solar will not only benefit the US it will be revolutionary in poorer countries which simply cannot afford to invest the billions of dollars commonly required for a centralized fossil fuel power plant.
